Authorities in Red Oak make arrest in slaying of 27-year-old man

Authorities in southwest Iowa on Wednesday announced an arrest in the shooting death of a 27-year-old man whose body was found on a Red Oak street.

Red Oak police identified the dead man as Devin A. Davis of Villisca, Iowa. Davis’ body was found about 4:15 a.m. Wednesday in the 200 block of East Grimes Street.

Officials learned that Davis and Kevin D. Staley, 39, were in a confrontation that led to Staley shooting Davis, according to a press release from Red Oak police.

Law enforcement officers obtained a search warrant of Staley’s Red Oak residence and took Staley into custody without incident about 12:40 p.m.

Staley was arrested Wednesday afternoon on suspicion of voluntary manslaughter. He was taken to the Montgomery County Law Enforcement Center, where officials said he will be held in lieu of a $100,000 cash bond.

Officials were looking into whether Davis had been killed elsewhere before his body was dumped at the Red Oak location, said Mitch Mortvedt, assistant director of field operations for the Iowa Division of Criminal Investigation.

An autopsy that could provide a definitive cause of death would be conducted in a couple of days, he said.

Red Oak police and fire officials, the Montgomery County Sheriff’s Office and the Montgomery County Attorney’s Office were working with the DCI on the investigation.
